$10 would get the materials. I doubt anyone would make it for only $10, even in a mass production factory.
 
Wasn't there an Eastern European car made from cardboard a while back... a Travant or something like that... I think they are resin coated for waterproofing.

I'd buy one as a 'cheap bike' if they could sell for Tesco bike prices!

The Trabant, that was. Not cardboard as such, according to Wikipedia.

The Trabant was a steel monocoque design with roof, bootlid/trunklid, bonnet/hood, bumpers/fenders and doors in Duroplast, a hardplastic similar to bakelite made of recycled materials: cotton waste from the Soviet Union and phenol resins from the East German dye industry
