I pay VED for my car just like you (I hope). It's totally irrelevant in this case (unless the hit and run driver did not have a valid licence, insurance etc. and that's why he ran...)
Bicycles do not need VED, we do not need permission or a licence to be on the road, we are there by right. We probably have more right to be on the road because we don't have to pay for the privilidge unlike drivers.
We should not "hope" that drivers give us room, they should under the Highway code, which is the law IIRC.
Causing injury whether intentionally or through neglect is still an offence in this country.
Failing to stop at an accident is also an offence IIRC. Not only that it's morally and humanly wrong.
There's a man fighting for his life thanks to somebodies actions whether intentional or accidental. As vunerable road users that makes us angry and sympathetic to his plight, a little bitching here 'cos of anger and frustration is OK in those circumstances. "Get a life"... FFS
