An uninsured car driver hits and kills a cyclist. He doesn't stop and later ditches the car and does a runner before giving himself up. He gets 8 months in jail. Only 8 months for killing somebody and deliberately leaving the scene. Contrast that to the 2 1/2 years driving ban he gets which he will probably ignore given his previous driving record. Surely somethings not right there? Sure it may have been an "accident" but he just left the cyclist to die. That's gotta be worth more than 8 months in jail. If he stopped and gave assistance I could understand it better, but he didn't, he just left her there.
