I use a 720 lumens light and still have problems "being seen"!
Seriously though, the point is (as with the german lights above) a properly adjusted light with the centre adjusted as you would for a car headlight will blind people because the light is unfiltered and unfocused. The top of the beam is as bright as the bottom.
Herein lies the problem.
I have only have one regular complaint, but then again he was also berating a dog walker with a normal hand held torch the other morning.
