A military Osprey flew over here yesterday. It was flying quite high and in conventional mode sounding just like a normal prop driven aeroplane . The Grisly flew over the day before on a similar route .

Yeah you'll always have some holding plus enough for a diversion. Cautious Captains will ask for extra on a day like this, as they say "better in the aircraft than in the bowser".
Not all companies like (or even allow) their crew to do discretionary fuel uplift because it costs money to carry it. Choose your airline wisely! (You can probably guess the ones who frown on the practice).
