Any idea about this bike?

I'm not sure if this is the correct place to post this so please let me know if I should post it somewhere else.

I've acquired this rusty old bike. It is HUGE! (Not an exaggeration) The seat sits about 5 feet high. It appears to be 2 bicycle frames welded together! It's obviously from Kmart as it has AllPro stickers on it.
What I'm wondering is did Kmart, for whatever reason, actually make this bike? Maybe for a display?
Or would it be some strange DIY?
No human I've ever seen would be tall enough to ride this bike! And if they were, the little tires wouldn't be able to handle it!.
I guess my question is, has anyone seen anything like this before? Could it be an odd Kmart display?
Would it be worth restoring it? It's obviously not safe for ANYONE to ride lol
Any info would be greatly appreciated!

Could it of been some sort of circus or trick cycling bike?
The centre of gravity would be very high.

Possibly....I knew it wouldn't be safe for anyone I've ever seen to ride .
Can't decide what to do with it. Throw it away or restore it! I hate to throw it away....I'm pretty sure it's one of a kind!
But again, what could I do with it? Lol

Guy used to commute on one in Brighton. Fun to see but you have to be certain of the welding to ride confidently.

Met someone with such a thing in Ross-on-Wye many years ago. He claimed the hight made it very stable - like a large pendulum - or like how it's easier to balance a broom handle on your finger than a pencil. As I recall, he shot off through the traffic and seemed to have no problems.
