Any ideas what frame this is?

It's an unbadged ten speed.

I'm thinking Raleigh because of the lugs, no head tube badge and no hints on stem or bars.

Maybe Phillips or Triumph when Raleigh wanted to use up their frames.

I think you might well be right. Didn't they just use decals on the headtube of some of their bikes.

The lugs have a late 70s Elswick Hopper look about them. If correct, it's of little interest as a collectible, and won t be remotely remarkable to ride.

I'd agree with @midlife it's a Puch, no idea of model though.

Depends on the model, could be a rubbish 1970's Littlewoods catalogue job , or could be ok.
