Anyone able to explain these handlebars?

Ah right! Never spotted that, oops!

But why would anyone angle them like that as it cannot be the most comfortable nor easy to control set-up surely.

At a guess, the owner put on deep drop bars in the hope of getting more areo and 'faster' but then realised he did not have the flexibility to use them, so leveled them out. I see the seat is moved as far forward as possible to try compensate for the insane reach. That or he really is an alien...ape or someone with experince of mediaval torture.
