Ha Long Bay looks the business. It seems most cycle tours offer that in the package.

I thought the food would be a decent price.

Yeah street food is very reasonable, to be fair we were the more luxury end of the market, so the boat etc were expensive, as well as eating in hotels, but food and drink could be bought much more inexpensively
