The only way you are going to tell if it's a broken tooth or a short tooth to assist shifting is to compare the ring with a new one.
I'd hazard a guess that it's a short tooth, as the "break" looks to be exactly horizontal, and the top surface seems well worn.
I've broken several cassette teeth, once reducing a 17 tooth sprocket to 5 + 2 short teeth (work bike, only one gear ever used).
