No it isn't as it ought to be registered as a moped, taxed and insured. It might be possible using the Single Vehicle Approval scheme but I don't imagine it would be easy.Is it legal?
For that matter, are Minimotors and Cyclemasters still legal? I'm thinking perhaps you might still be able to use them if they're fitted to an old bike that pre-dates whatever legislation.
