That looks like an S and S coupling, i maybe wrong but i think that can be added as an after market modification to existing steel and titanium frames if the tubes are the right size.
Ritchey have a full size road bike folder too but the folding bit is nearer the seat post and bottom brackets, saw it on sale in the US and it started about $1200 for a steel one up to $3000+ for a Ti one. I dont know if it is sold in the UK though.
