The likes of dangerous and careless cycling are offences under the Road Traffic Act 1988 which, it seems to me, don't apply to a cycle path.

It being the law, there might be an argument the act could apply to a shared use path adjacent to a road, but I doubt the offences could apply to a shared use path with grass/fields either side of it.

You know the patch, so can advise on that.

You may be right as it's an old railway line so not running adjacent to the road.

What might appear to be a slow speed to you , may not apply to the person who past you , incidental a cyclist cannot be fined for speeding, so best not to be critical of other users of the highway.
No I've been overtaken when I've been doing anything in the mid teens, and by quite a margin. And if there are pedestrians I need to slow a lot more. I must actually stop and take photos some time to be able to show the numbers using it at peak time, you gets chains of fast cyclists trying to weave in and out of the slower ones, add in the pedestrians using it (there is also a secondary school just off it and other schools nearby, children cycle to school on it. It just isn't safe to go really fast when it's busy.

This is one of my major issues on my commute, not the cars, buses or lorries, but the minority of cyclists treating a canal towpath as a racing circuit, so much so that during the summer I've taken my chances on a very busy road at rush hour rather than witness or be involved in the inevitable accident on the canal. There are constant complaints in the local paper about speeding cyclists on the canal, it's only a matter of time before they install speed restrictions. If you want to go fast use the roads.
