But, if the majority working in one area, find the temperature too much then the employer has to take action.
Worked in a shop where the temperature reached 50°C, and no airflow due to the design. Measured with a digital thermometer, not the required liquid filled one, so it couldn't be used.
There is no legal requirement other than the temperature is "reasonable" for the work involved.

But will and are becoming more extreme for longer. That's the problem.
When did you last see waist deep snow, in the UK, in June?
Then remember we'd snow waist deep in March-April 1994. Eleven months later we'd the start of a drought. And the firm promise towards the end of the '95, that there'd be no more hosepipe bans. Today, the same people have brought one into effect.

A responsible and sensible employer will but they don’t have to.

No meaningful upper limit can be imposed because in many indoor workplaces high temperatures are not seasonal but created by work activity, for example in bakeries or foundries.

However, employers must stick to health and safety at work law, including:
  • keeping the temperature at a comfortable level
  • providing clean and fresh air

The worst job I had for heat was in a plastic blow moulding factory back in the seventies. The place was very warm in the winter and almost unbearable in the summer, even though I was permanent nights. I was one of the lucky ones as I was on quality control and could nip off somewhere cool more or less as I wanted. The poor sods on the machines (12 hour shifts) went through hell.
