Auto transcribing interviews

I’m asking for a friend who is doing a research project (within NHS).
Anyone used or know of an easy to use software that can turn voice files from a voice recorder or Skype (presumably mp3?) into a written transcript of what is said by both interviewer and respondent.
Normally in commercial market research, I’d just pay a transcriber, but there’s no organised procurement pathway or extensive budget in this case.
