Avanti Circa - is this the forks about to give way?

The photo above was my Boardman fork. There were layers of resin on top of what looked like primer as well as below extending from the carbon fork. The whole bike also looks like it had had a colour change before it left the factory. At one time it was black and white , later changed to metallic grey.
The forks are holding up after the repair . I don't use it much and not of rough tracks .
