No, I don't think it would be wrong to ask that. Why should getting good pictures be worth risking the safety of the competitors? Is it worth being able to see the action in extreme close up if those camera vehicles end up changing the outcome of the race?

Yes there is. It is better than a slow death coughing you lung up in a slow death from cancer or any other of the many incurable and long [or sometimes short] lasting diseases - watch a loved one die a slow agonizing death and then tell me it's not better.

Reading road.cc, the suggestion is that it was a commissaire on the back of the motorbike.

While motos carrying press photographers or TV camera operators are the focus of many fans’ comments, they are outnumbered in major races by those involved in the organisation of the race, including police, neutral service, safety marshals and commissaries – a moto carrying one of the latter is believed to have been involved yesterday.

While apparently not the cause in this case, the prevalence of TV motos does give the occasional impression of a motorbike race getting caught up with a bike race.
