And there in lies the biggest part of the problem. Anyone can fire a drone / rocket car along at 1000 mph, given the tools and money to build it. However, to do it with a person on board, do it one direction, stop it, refuel it, then do the same thing the other way, in a given time window, without damaging the nut that holds the steering wheel, is where the problem lies. I helped to develop the bonding adhesives that were used in the construction of Thrust SSC ( primarily for the panels that sat behind the engines, and the engine cowlings ) as Ron Ayers discovered that the acoustic battering and temperatures they were subjected to was more than welding and riveting could cope with. I had my name printed on the tail of bloodhound as well ( somewhere ) so I was looking forward to having it complete the record attempt. Ah well, 763 mph will have to do, I suppose:laugh:

So going by FIA rules for any speed record attempt for a car, the Blueflame attempt was was not within the rules before it even started to roll. So if they didn't bother abiding by the rules on the 1st run, why not do the same for a 2nd run, or were the rules changed after the 1st run was complete?

The FIA wheel layout rules are post blue flame, and came in response to that pesky American Craig Breedlove keep pinching the record in a 3 wheeler. 1970s IIRC. The first run didn't qualify for an official record, so having done one run and achieved a particular speed there was no motivation to do a second (or perhaps money to do a second? You have to ask them I guess.)
