Rose is a great place for B&M goods at unbeatable prices. I don't think that you will beat that price.

I had a mailshot last week from rosebikes offering a €10 voucher if one signed up to their newsletter. Think it was for a €70+ order, so cover the postage & packing. (I bought the Philips LED one in preference to the B+ M kit, as I had been v. pleased with the non-dynamo version.)

I got mine from bike-discount.com and service from Germany was good and quick. At the time they were cheaper than Rose but currently they are the same price. http://www.bike-discount.de/shop/k992/dynamo-operated.html The Philips rear light is very good - nice large area makes it very visible but I went for B&M over Philips at the front because of concerns on-line about the durability of the mount.

I bought my CYO 60 a couple of years ago from Dot Bike. At the time they were cheapest when postage was added. Annoyingly I was in The Hague a couple of weeks later and saw one significantly cheaper in a shop window.

I've been very pleased with it, but it is dim near to the bike. I think though that if you haven't seen the pothole, stone, whatever by the time it's in the darker bit you'll hit it anyway!

The sensor is a waste of time. If the model with just a switch is cheaper I'd advise getting that instead.

I've never fitted the Shimano regulator. It's really to protect rear lights if a front bulb blows and my thoughts are that with a top quality LED front light and integral wiring to the back one that's not a problem. If the front LED went open circuit then the main casualty would be the LED at the back which can be replaced for a couple of pounds, and possibly the standlight capacitor at the back which is another couple of pounds worth.
And another question -the Shimano dynohub comes with a regulator that bolts to the back of the mounting on the rear pannier. Do I need to fit this regardless, or only if I'm using a rear light?
You don't need the regulator.

I have the Cyo T and its great, don't worry about the near light as you get sufficient spill unless your looking directly down at your tyre and you don't want to do that at night.

Excellent light, the concerns about the Phillips bracket put me off as well.
