True. Though I was thinking some extra step for registration might help keep the real muppets off the bikes, don't want everyone being able to use them! lol
The first obvious reason would be that your typical PAYG Oyster card only has £10 on it and isn't linked to a person, let alone a specific card. The charge for stealing a bike is somewhere around £300, so it would be an invitation to thieves.
The second, less obvious, reason, is that there's a medium-term plan to phase out Oyster in favour of "swipe" debit cards. It's about to be trialled, and will be launched next year.
