Sound about right, bellow that you'll start to see accelerated wear on the knee joint. Lightweight lycra 3/4 length longs & leg warmers are generally considered good for a shady 18-20C.

That sounds like bollox to me. Why don't runners do the same? Can you provide a linky to the medical stuff so I can take a read please?

9 Celsius here today and i'm wearing shorts for work still. My top half is well wrapped up but the legs don't seem to feel the cold as much. I went out on the bike wearing shorts yesterday,i felt fine,but come the cold weather and the tights'll be on.My knees suffer more in really warm weather as they feel swollen even though they don't look it.

I used to wear shorts year round whatever the temp but remember reading a few articles on cold damaging knees. I remember being reasonably convinced by them. Anyway, now I wear tracky bottoms if it drops below about 40 degrees F. Gloves too for me below 40.
 
No particular temperature for me, Just stick my nose out the door and go by that, but I prefer 3/4 shorts most of the time. I will run in shorts in temps below the ones I'd cycle in, seems less windchill as I'm going (much) slower and sort of not sticking knees into wind like you do pedaling.
Reminds me of this though:
50 degrees - Southerners turn on their heating. People in Newcastle plant their gardens.

Minus 297 - Microbial life starts to disappear. Cows in Newcastle farms complain of vets with cold hands.
Minus 460 - All atomic motion stops. People in Newcastle begin to stamp their feet and blow on their hands.

Cycling Active suggested a similar high temp last year, I don't buy it, footballers worth many 10's of £millions are let loose 1-5c with no protection.

15 for me, possibly psychosomatic, but my knees don't like the cold.

If something else works for you, WEVs, as the young people say. Whilst cycling isn't as full of codswallop received wisdom as the world of martial arts (ime) there's plenty around, so check claims with your own experience, or proper references.
