Yep. It's a city with a slightly higher population density than the City of London but a highway authority that seems very reluctant to restrict motoring and no public transport authority similar to TfL. Cycling and walking has it best because there are many spaces away from the motorists, but you do have to choose where you cross the gridlocks.
