Cyclesurgery in Didsbury http://www.cyclesurgery.com/store-manchester/content/fcp-content ( don't know Manchester but assume that's closer than LondonI only work in London, I don't live there!
Big outlets near me are Evans and Edinburgh Cycle in Manchester... Plus various LBS and of course, decathlon sports in Stockport.
They, PX, Dolan all charge 10% or so...that's what they get charged to take the vouchers I understand (so they get £900 back from Cyclescheme or whoever for the £1000 voucher). It's not like they are making such massive margins, now if Specialized concept stores did the same, that would be outrageous! It's also why lots of LBS's won't take vouchers on reduced bikes
I keep getting drawn to this bike from Ribble. Just remove the bottle cage and get it down to £999.99

I have my heart set on a Canyon Endurace though - but now C2W with those.
Much like tax fraud. Seriously, not content with the taxpayer subsidising your hobby, you also want the bike shops to do it?Oh, right! I didn't know there was one there...
Ta
The Ribble admin fee is a rip off I reckon. It's not enough for them that more people are buying bikes due to the scheme. Just greed imo...

It is alright the sun is out so I am not so depressed, I can handle it, just.
One thing that gets me is how lightly many people think about borrowing a bag of sand. Most cannot get the money to buy a spare tube but borrow money, no problem.
