I generally use Continental inner tubes and find them reasonably robust.

To be honest I've never thought about quality when it comes to tubes. Are they the right size? Yes? OK buy them.
One thing is that some brands (eg Continental) have removable valve cores and some don't. If you use a screw-on pump hose the removable ones have a nasty habit of coming unscrewed.
