I need to order to some new shorts, but until now have always used waist shorts.

What are the pros and cons of bib shorts over waist shorts?
Pros.
The crutch of your shorts doesn’t end up by your knees.
The pad is where it’s supposed to be.
Cons.
Its harder to go for a wee.

I used to find the shorts waist would roll over and become tight and uncomfortable. Bibs don't have a waist and are held up by the "braces." From a male perspective everything is held in place!!

The downside is some styles have a very high front. This makes pee stops a bit tricky. Assos are low cut at the front - a big plus!

In hot weather, if you're wearing just one layer on top, where do the straps go, ie against the skin, or over the top of your jersey? Can't say I've noticed the latter, so it must mostly be the former - and if so, then doesn't it rub against the skin?

Yes they go against the skin under your top. You can wear a base layer, there are ones for hot weather as well as cold. However in 40 years of wearing them I’ve never had a problem with them rubbing against my skin.
You could wear them over the top of your jersey, which would be very Alan Carr in that series with Amanda Holden where they buy a cheap house in Spain and they go cycling on electric bikes.
Watch that and you will never wear them over the top of your jersey.🤣🤣🤣🤣🤣🤣🤣🤣🤣

I always wear a base layer so I can't answer this except to say I always make sure the straps are laying flat over the top of my shoulders. Even with a base layer I've noticed they ocassionally rub if the strap gets bunched up.

Same. I have some lightweight mesh base layer tops I wear even in Mallorca when it's baking. I just find it more comfortable.
As it happens I received the new bibs I'd ordered yesterday and the fit is prefect on legs etc but straps tight. Inevitable with Castelli it seems. I'm hoping they give a bit over time as I don't think I could wear without base from new.

A decent pair of bibs that fit well you will not even notice once you are riding, I would take the plunge if I were you and get a pair to try out.

One thing to note is that they are cut to a riding position so when you try them on whist standing, the straps may feel they are pulling down a tiny bit. This is completely normal, don't let it put you off thinking they are too small!

I always find new bibs need a couple of rides to bed in. I have some brand new Lusso Terra Cargo bibs On the first ride I thought yes, these are very. On the second ride and after a wash I would put them on par with Assos. After 25 years wearing Assos exclusively that's high praise.

Comfort aside the side pockets are great for easy access food or a phone and the rear pocket is excellent for a gilet or rain jacket. No more stuffed jersey pockets which is a comfort gain.
