Even if they take no action, you should report the crime. Two reasons:

With no crime number, you may have difficulty getting an insurance payout (it was insured, wasn't it?).

Police statistics can only be calculated from crimes reported to them. Stolen bikes often aren't reported. So senior officers deciding policy say "bike theft's not a serious problem - not many have been reported. Instead, we'll spend our resources hassling pavement riders* - we get lots of complaints about that".

*Or any one of a hundred other more or less pointless pursuits.

Report it, and if possible get the frame no circulated. You would if it was a car with third party insurance so why not with a bike.

If they hang around the shop a lot do your own detective work to get your bike back. I'm sure at some point one of them will bring it into the open or ride it around the area .

Well, without the shopkeeper's help I have little hope of getting the bike back. I don't think he would be willing to endanger him and his shop's security just to get me my bike back by testifying to the police.

And I don't have the bike under insurance or anything like that. I bought it second hand from a friend of mine. I don't even have a picture of it, but I can describe it in pretty good detail.
