Bike tyres

I have a question my friend has a cruiser bike her wheel size she said are 20x4 1/4. Can I fit 20x4.0 / 4.5 onto that rim and pump it up all the way to fit the tire size? Will there be a big difference?

So the replacement is slightly smaller. Should be no problem at all. Tyre sizing between manufacturers can vary anyway and is not an exact science.

Edit: Okay so it's just the inner tube you're replacing so even less reason to worry about incompatibility.

I'll echo what Mr Cycleops says. Had a new tyre (26") that refused to seat properly, no matter what I did to outsmart the retched thing. Luckily I had another wheel to try, and it seated perfectly, no hassle, first time.
So, there are indeed variations, albeit slight, between rims and tyres that purport to be a particular size.
