The train BTW, has a whole car lower deck for bike storage.

ISTR we cannot have double decker trains in this country, because the tunnels are too small.

In general the network has to small a loading gauge (allowable maximum size), but the newer electrified mainlines are normally constructed to a gauge that's almost the same size as the smaller European one (within 10cm height) so surely there is scope for double-decker carriages on lines like the East Coast Mainline

Simply because of the space. A bike can take up to two standing spaces. So unless if we are prepared to pay 3x the fee it won't happen.

Its NOT the fact that its a 'Double decker' I'm showing you. Its the fact that CalTrain have sacrificed 50 seats to allocate a bicycle storage area...

Sheesh.
