It's a bit more complicated than that...
There's nothing in the (slightly odd) road.cc article which suggests anything other than an adoption of what happens all over the south-east of England - restrictions on the very busiest trains, especially during rush hour. I can't download the link, so can't actually read the policy.

IIRC, all TOCs have some sort of an obligation to carry bikes outside rush hour. Does someone trainspotterish have the rules and regs at their fingertips?

Forgive me - it's late. How do you say "someone who knows more than is normal about conditions of carriage" without it sounding rude?

More importantly - is there any policy about carrying zombies to and from Harwich Town who were forever forbidden from ever putting foot on platform?
(This is a question only understandable by FNRttC-ers of a certain vintage).
