Blocking a sim free mobile phone

My daughters sim free phone was nicked recently and I can't seem to find a way of getting the phone blocked. The service provided isn't interested because they don't own the phone. The phone has been reported stolen to the police, she has a crime number and she knows the phone IMEI number. Anyone know how to get the phone blocked?
