I suggest that the very fact that "the calipers have to be turned" and they "won't push in" means there is 'something' "stuck in the seatstay 'bridge' hole.

We can see the threaded nut inside the 'ole, no? See @biggs682 experience.
I don't think the OP will be able to extract this errant nut by 'unscrewing it' with an allen key per @fossyant : why would turning it have any extraction effect? Might be a useful 'loosen' though.
Get a bolt the same OD (?M5) and tpi as the one on the caliper, screw it in 'as far as' and 'tap' with a rubber mallet, supporting the seatstay securely.

It looks identical to the one I had issues with a while ago, It came out eventually but it was tough

Well trying a longer brake in there doesn't work either. Thats as far as it will go. Also now I have pushed a file through and screwed in the brakes a few times you can see the insert in the frame. Never come across this before. Interesting.

Can you not screw the caliper in a bit then tap the caliper with rubber mallet to get the nut moving or to come out of the frame.

Might be informative to have a photo of the other end of the mount hole? Although I realise that the frame is in the way of a camera, so would have to be from an angle.

I wasn't suggesting it would come out, but at least OP can see if it's stuck. It may just be very recessed, so tightening it (assuming a hex key fits) he could fit the brake, before getting out the hammer.

As long as I breathe, I attack.
yes looks like the nut i mentioned is still in the back of the frame , usual method is to stick an allen key in it and tighten it to draw the caliper up to the frame assuming it is not seized.

That looks like the nut is still in there. Have a dig around the back and you might find a hexagonal hole.

I don't know anything about carbon frames but everyone thinks this threaded bit should come out so I will try tapping and allen key it and see.

Otherwise i can turn the calipers in and space them to be tight with shims. :okay:
