OK..

Had a BB tool for some time for my Shimano BB's.

Have shimano changed the tooth spacing on the lockring for newer square taper BB's ?

I ask this as the BB on my MTB was ok to fit the shell with the tool (drive side), but I had to use an old (but alloy) lockring on it, as the new plastic (urgh) one didn't fit.....no loss...but......

When checking the fixed today... tool fit's drive side, but not the lockring - that's plastic....

Not in my experience. I changed my BB recently and the new one had a plastic lockring. Fitted it no problem.

Why would they sell a BB with different splined shell and lockring?

Not all Shimano BBs have the same splines. My BB tool for them is double-sided.
