brake lever pin - hardened steel?

see this brake lever
there is a small pin, top right - would that pin be made of hardened steel?
It fits in the smaller of the 2 holes and the lever pivots on it. the waisted portion is there so the little grub screw stops it from dropping out.

You`ll soon know if you run a file over it gently. If it`s hardened the file will skate across it like glass.

I doubt it would be hardened. It's not like it's in a dirty or high wear location.

Not a high wear application but certainly a highly stressed application.
