Another reason to go for a new bike jowwy is that your current machine is probably designed for 130mm OLN hubs while most disc wheels have 135mm hubs.
I'm not an expert on welding but I think the inert gas needed for Ti welding has to displace nitrogen as well as oxygen.
If you do decide to modify your current frame, put the disc mount on the chain-stay; they're already quite strong since they have to resist the pedalling forces and it tucks the brake out of the way.
It still makes more sense to go for a new frame IMO.
