When we moved into our UNI house we had lots of final demands for our water payment. We moved in after a few months after our contract start, so hadn't swapped the bills over or anything. It took us another month for us to get a phone line installed...and a few weeks more to get the motivation to actually bother to do it.
Had to phone up some line which is obviously for people who can't afford their bill, rather than just can't be bothered. Had to speak to a chap who was a bit patronising*, but polite. *Only because he "was" caring about how we could pay the bill when there wasn't any problem money wise.
