Have you run a trace route? What ping did a speed testing site say had you had? Have you had a look inside the cable modem and seen what the power levels are?

Yes, a laptop could certainly get lower speeds. You can easily check this by plugging it in direct via ethernet.

It's most likely either a local 'intermediate' capacity problem or power levels.

I'm on the same service and it's been the same for me the last few days, so you're not alone, try switching off the router and restarting it again, it'll help improve the speed

Internet connections are often pooled by the service provider. This essential means at peak times your connection speed will drop. Usually between the hours of 7pm and 9pm it is most noticeable.
