Not sure about 'theoretical' - it's proven in the sense that assuming you can maintain your desired road speed, the lowest cadence at which it is possible to do this will conserve the most energy. There are lots of other reasons for maintaining a higher cadence at times though, but the assumption that 'high cadence is always best' tends to overlook some of the facts.

yes I see - perhaps its my use of terminology; I agree there is efficiency with regard to the least energy expulsion that can be proven (perhaps I didn't mean to say theoretical as in "can't be replicated in practical" environment) but the real-world impact of running the legs at that resistance requires other factors to be considered such as muscle fatigue. Certainly with me anyway.
