Looks to me like a mass produced made in the Far East frame which has had a few decals applied and marketed as a budget 'town' bike. There are loads of these on the internet and it won't be from any of the major manufacturers.
Looks decent enough and with some TLC would make a useful urban tool. Just make sure the Nexus hub changes as it should. If it doesn't it won't be worth bothering with unless you can find a cheap replacement.
Con, Viking was a well respected British maker of bikes in the 60/70/80s. The name has been sold to a holding company who stick it on their bikes to give them some cred.
