Nice lugs, pencil stays, and a curved brake-bridge mean it's not a bad frame. Many 60s & earlier 70s frames had plate drop-outs. Fork might be a replacement, but it is of the era.

I can bet there is a number but it’s been obscured by the thick black paint, but not worth finding out. The buyer looking for a cheap bike to go to the pub, ride around uni, to the train station etc won’t be bothered by the finer points, they just want something they can use. If it’s rideable with a change of tyres that’s worth stating plus whatever else needs doing. State that the brake cables will need replacement. Not worth doing yourself as you won’t get your money back, As said around £30 is the value.
What you do need to do is find out if the seat post moves in the frame, if it’s rusted in and won’t move the buyer won’t be able to adjust it to his/her leg measurement, so value moves further down. Does look okay from the pics.
