Can someone recommend me a cross bike that takes panniers?

my friend wants one. He needs to get it on cycle scheme because of Domestic User rulings (baby on the way). He would prefer a cross bike (but will consider road bike) so he can put some sturdy tyres on it and pref one with disc brakes. and he wants it in a go faster smart colour.

tall order yea, but any suggestions welcome.

Specialized Tricross Disc. Not really a cross bike; more a cross-purpose bike but makes a great, comfortable all-rounder. Takes mudguards well and a rack and panniers.

That said, I got frame size wrong on mine and took the opportunity to switch to a CAADX frame, which is excellent.
