Do landline phones recognise "112"? I believe they do on some exchanges. Problem solved.
Or alternatively - possibly the exchange still accepts pulse dialling? If so, lift the receiver, tap the rest rapidly nine times, pause, repeat, pause, repeat again. Might be a life-saver if you come upon a vandalised phone.
Or use a mobile.
