Can't fit pannier rack

Just got a pannier rack from wiggle and realised there's no holes in the bike frame to fasten the top of the rack to. Bugger. Can you get racks that fasten on differently ?

You get p'clips which will let you attach it but you do also get other racks that attach to the seatpost and I think you also get ones that mount on the rear axle.

Is the seat collar removeable?

If so it is possible to fit a seatpost collar with mountings for the rack:

You will need to make sure it fits the frame though

I would think up top you would need something like this:

.. which would replace your existing seat tube clamp. You will obviously need to get one the right diameter.
