Carbon fork steering tube

Hello,
I was doing maintenance on my bike and discovered maybe some scratches on my carbon steering tube. I am attaching photos. Is it safe to use the fork? I'm mainly concerned with the possibility of "the ring of death". Thank you in advance for your responses.

Is the diameter consistent all the way down with no bulges? There looks to be a few deep scratches, particularly that second picture. Is there an aluminium insert with carbon weaves around it or is it fully carbon?

I'd be concerned about the line running top to bottom. (First pic)
The general scratches will be fine, they are in the resin. It's the fibres that give the strength.
If your worried mix up some aradite and rub it into them.

from the first photo, the carbon layer was not tightly glued and has overall wrinkles and deformation, which affects its strength.
