My dog used to do something similar. She'd stand on the top landing and drop the ball over the edge before racing down to the bottom to catch it. She'd then bring it back up and repeat.
As far as I know she only did it if I stood at the top as it gave a pretence that I was actually causing the ball to drop for her.
