Something with a saltire....or the Lion Rampant..
there are some nice saltire cycling tops in Google Images, a wee bit of tweaking..

use Paint.Net like us auld folk

I'd go with a bigger Saltire..
dunno whether red or yellow lion with CC Ecosse on the sleeves..
possibly up the side panels..
(I don't know the posh names)

I'm a terrible designer (although I know some excellent designers) and any custom cycling jersey fabricator will add huge markup for such a small print run
