Changing Bars

I have an old Expedition that has a high bar with some height adjustment on the stem. As I have got used to riding it I found I have been lowering it so that now it is at 0 degree loft. However the bars have a lot of lift and I would like to have a more aggressive setup. I'm wondering whether another stem would be compatible with a flat bar (or near flat) setup as seen on newer hybrid style and especially fitness bikes.

The current stem and bar is Specialized's own with a rotational adjuster on the stem that raises the bar through a pivot. I'm pretty sure I could just replace the bar and swap over the brakes and shifters (they are separate units) but I wonder if its worth changing the stem too? Every bolt seems to be corroded now and there is some play in the adjustable stem...

Is this very expensive, and have you any recommendations?

Take it to a good bike shop when they aren't busy. You'll get a good look at it and good advice.
