Clip in converters ?

i have been looking at what i think is either late 80's or early 90's road bike that looks to have been used for triathlons in its distant past .

but i have never seen these before

I had some very similar back in the 90s ,for a sprint tri i reckoned you cold lose more time changing shoes than what you might gain from not so i did it in running shoes .
Mind you i could be talking rowlocks.
