Are you sure it isn't the extra file that excel makes when it opens a file (extra one has a ~ in the name) that's being uploaded?
I had that with the automatic real-time backups I take on my system. (Not cloud stored as I don't use it, too many security and confidentiality issues). Same still applies now I use Libre Office instead of MS Office.
If it is that then look for an exclude option and put *~*.xls as an exclusion.
No all cloud drives do not work the same as there is no ratified standard for cloud drives, let alone a ratified definition.
There are products available which describe themselves as being cloud drives, but I would not.
