Why would they? Some eBikes already have USB outputs so you could plug in motorcycle grips. It may be better to plug them into a hub dynamo USB output as then you're not reducing your range when your speed is above the electric assistance limit, their current draw is limited to what the dynamo produces instead of their nominal and more power is available at higher speeds so the grips can head more as you go faster which is when the windchill increases.
But pogies are probably much more efficient as a first measure.
