It was similar in Heilongjiang in NE China a couple of winters ago. I was there for about 10 days. Everyone just seems to get on with it and say how pleasant it is when it gets up to -15 in the afternoons
Downside....they insist on serving beer at indoor temperatures despite my protestations to "just stick it outside for a couple of minutes"

In places where it happens every year you don't have much choice but to work with it!
Beer is still cool here though and the unfiltered lager ratger pleasant!
